The Turkish Ministry of Environment and Forestry (MoEF) and the German Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) are carrying out a 36 months Twinning Project financed by the European Commission (TR/07/IB/EN/02) to improve the environmental conditions in Turkey by implementation and enforcement of the EU environ-mental acquis in the frame of ambient air quality. Framework conditions are established for efficient, effective and transparent implementation of the Air Quality Framework Directive and Daughter Directives requirements in the Marmara Region which will serve as a model for Turkey.

  • Assisting the RTA and all experts involved in the project in matters related to administrative and/or language problems or other problems due to being and working in a foreign country;
  • organizing day-to-day work for the Resident Twinning Advisor, the project team and the visiting international experts, especially organizing and/or participating in frequent activities in the Marmara Region;
  • Translating documents, regulations, training materials, information materials and other writ-ten material from German/English to Turkish and vice versa;
  • to assist in the implementation of training programmes, seminars, and meetings;
  • Interpreting meetings and other oral conversations from German/English to Turkish and vice versa; v Drafting of written materials with relation to the project in Turkish and German/English, in-cluding minutes of meetings;

    • Be a native speaker of Turkish;
    • Excellent spoken and written command of German and English;
    • Have University degree in a relevant field;
    • Experience in a Twinning Project is a must;
    • Profound knowledge of the legal and administrative situation in Turkey and familiarity with environmental protection terminology (if applicable ambient air quality);
    • Knowledge of bookkeeping;
    • Knowledge of EU institutions and environmental policy;
    • Excellent skills in office applications like MS-Word, MS-Excel, MS-PowerPoint;
    • High sense of responsibility; excellent interpersonal and communication skills;
    • Willingness for overtime work and partially longer business trips within Turkey, flexibility regarding the working time;
    • The applicant is not a civil servant or agent of the beneficiary (past 6 months) nor is on leave from the beneficiary to take up the position.


    The duration of the service contract both for the RTA Assistant and the Language Assistant is 36 months. The monthly salary will be 2000 EURO per Assistant. The service contracts will become effective on the day of its signatures by both parties. The Central Finance and Contracts Unit (CFCU) in Turkey will be the contracting authority.
